Enroll in the 2018-19 School of Excellence Program

Maybe you are looking to step up your PTA’s involvement in school improvements. Maybe something meaningful is already happening between your PTA and school, and you would like to see that recognized. In either case, National PTA’s School of Excellence program offers customized tools to help you to make a substantial, positive impact on school and student success, and to earn recognition for your PTA and school.

By enrolling in this program, your PTA and school administrators are making a year-long commitment to identify and implement an action plan for school improvement based on PTA’s National Standards for Family-School Partnerships.

Throughout the school year, you will use tools, resources and support provided by National PTA to bring positive change in family engagement. In the final step of the program, your work be evaluated through a Final Application. Those resulting in a stronger family-school partnership will receive the two-year National PTA School of Excellence distinction and recognition that comes with an honor of this caliber.

The steps in the program are as follows:

Step #1: Enroll and Gain Support (Enroll by Oct. 1)

Enroll at PTA.org/Excellence and start to build your Excellence Team to improve family-school partnerships through the school year.

Step #2: Deploy Baseline Survey (September-November)

Use National PTA’s Baseline Survey to gain feedback on current family-school partnerships at your school.

Step #3: Set a Shared Objective (September-November)

After you’ve compiled your survey feedback, work with your Excellence Team and school administrator to choose one focus area and objective to concentrate on in the coming school year.

Step #4: Complete Initial Application (Submit by Nov. 1)

You will then complete an online Initial Application. Upon receipt, National PTA will provide you with a Roadmap to Excellence guide that contains specific recommendations that respond directly to the survey results and focus area you identified.

Step #5: Follow Roadmap to Excellence (Throughout School Year)

Using your Roadmap to Excellence, you and your Excellence team will develop an action plan to address barriers and expand methods for effective family and community engagement throughout the school year.

Step #6: Deploy Final Survey (March-June)

Towards the end of the school year, you will conduct a second survey to gather feedback from your school community to evaluate your progress over the school year.

Step #7: Complete Final Application (Submit by June 1)

With the Final Survey results, you will complete a Final Application online to receive a new Roadmap to Excellence to continue the momentum you have gained in engaging families the following school year.

Step #8: Celebrate Your Excellence (August)

In August, Schools of Excellence will be named and honored with this two-year designation. If awarded, you will receive information on how to plan your school and community celebrations as well as a banner to hang prominently at your school.

Membership Matters: Focus on the Mission

FastCompany recently published an article asking, “Which brands inspire consumers the most with their missions?” The article, written by Adele Peters, reports on an annual survey called the World Value Index. The World Value Index evaluates companies, nonprofits and some social movements that have come to be identified as brands–and studies how well their purpose or mission succeeds in inspiring consumers. Do you think your community knows the PTA mission by your activities and actions?

“To make every child’s potential a reality by engaging and empowering families and communities to advocate for all children.”

Enso, which published a list of the top 10 brands on the World Value Index, identified two questions that you can ask yourselves and your board to improve your community’s awareness of the PTA mission:

  1. Are we inspiring our parents to use their power to support the mission?
  2. What could we be doing more of to inspire and engage people in our purpose and create more value?

Take some time this summer to answer these questions with your board.

This past year, National PTA served 16.5 million children out of the 50 plus million children in the USA. Out of all PTAs, more than half—55%—are in Title 1 schools. A recent PTA study asked parents if they believed that their local PTA lived up to the mission. The response was eye-opening as many participants were unaware of the mission.

Once they heard the mission, they felt that ours is a cause that they could support.

We have a great deal more work to do to secure our children’s future. You are our grassroots ambassadors and we need you to live the mission. PTA is about advocacy, family engagement and student success.

As PTA, we believe in speaking up for all children and our members lend their support on all advocacy efforts both federally and statewide. PTA is the oldest and largest volunteer child advocacy association and has been for the past 120 years. And we’re not slowing down. Over the last year, National PTA endorsed 17 bills and sent over 70 letters to Congress to advocate on behalf of children and families.

We know that parents first want information to help them raise their children. Please take a few minutes to check out the PTA website, where you can find a wide variety of information under the Family Resources tab, such as our parent guides, health, safety and special education information. Or, feel free to share the Our Children Online Magazine, which offers more general parenting advice. As PTA members, you can take those resources and deliver them to your community.

Family engagement resources and activities can be found on our website as well.  The School of Excellence program embodies the values of PTA—school and community improvement through effective family engagement—and can bring the home and school closer together.  The program provides a roadmap on how to implement change in your school. Enrollment starts now and ends Oct. 1, 2018.

National PTA also offers grants for other activities, including arts education and STEM programs. It is important to check the PTA website often.

As you plan for your year ahead, take a hard look at our PTA mission and plan activities that promote student success and family engagement. Our education systems and schools are facing difficult issues such as school safety and budget cuts—so get involved. We need YOU.

The Military Education Savings Account Act: Detrimental to Public Schools and Families

Earlier this year, Representative Jim Banks (R-IN) and Senators Ben Sasse (R-NE) and Tim Scott (R-SC) introduced House and Senate versions of the Military Education Savings Accounts Act (HR 5199 / S 2517). This bill would create an Education Savings Account (ESA) program that would allow children with an active-duty parent in the military to use a voucher to attend a private school.  National PTA opposes this bill as it would divert much-needed public funds away from public schools and into the hands of unaccountable private schools.

ESAs are simply private school vouchers by another name. They shift public money—in this case, federal taxpayer dollars that would otherwise be used to fund public schools—to expenses including private school tuition and homeschooling. National PTA opposes any use of public dollars to fund private schools. We must adequately invest in public education and strengthen our system of public schools, not divert public school funding into private schools that are not accountable to the public and create division and separation throughout the community.

Like all voucher programs, this program would undermine public education and harm students. However, this military ESA program has additional problems unique to its funding and the population it would impact.

This voucher program would divert federal funding from Impact Aid

Impact Aid is a program that helps fund school districts that lose local tax revenue (which traditionally funds public schools) because their district includes federal tax-exempt land such as military bases, national parks, Native American reservations or federal housing.

Reducing Impact Aid funding for public schools and funneling those dollars to private schools would significantly undermine the public schools that serve the majority of military-connected students. It would leave those students, as well as the non-military children at these public schools, to attend a school with fewer resources.

This voucher program will not benefit most military families

The voucher program would only benefit those families who can afford to enroll their children in private schools. The voucher amount is $2,500 (with a small percentage of $4,500 vouchers available for students in “heavily impacted districts”), but the average annual cost of a private elementary school is $7,700 and high school is $13,030. Military families would be left to pay the remainder of the tuition.

Military families do not want this voucher program

Groups representing military families, Native American students and public schools oppose this proposal. These groups include organizations such as the National Military Family Association and the Military Officers Association of America (MOAA).  The National Association of Federally Impacted Schools (NAFIS) and NMFA explain, “the proposal is a bad deal for military families—and a disaster for local public school districts charged with educating our nation’s children.”

The men and women who serve our country deserve excellent public schools for their children—not private school vouchers, which undermine religious freedom, strip students of rights and protections, lead to declines in students’ education outcomes and lack accountability to taxpayers. Founded in 1978, the National Coalition for Public Education supports public schools and opposes the funneling of public money to private and religious schools through vouchers, tuition tax credits, education savings accounts, and portability. 

A Successful Event for Families during Take Your Family to School Week

Editor’s note: Below is a note from two local PTA leaders in Ft. Wayne, Indiana, about their Take Your Family to School Week event. Their PTA was one of 45 PTAs to receive a Take Your Family to School Week grant of $1,000.

Northrop PTSA is incredibly tired today :-), but we wanted to share the link to the pictures from our event last night. It was incredible! The event was more than we could ever have expected.

We believe the actual count for attendance is around 600 people. We had 38 tables in our common area for businesses, colleges and organizations and 12 parent round table discussions ranging from legislation and advocacy by Indiana PTA. The scholarships and financial aid information and discussion were very popular. There was also great information about preparing for college, graduation requirements, and the Indiana Department of Education sent a representative to talk about the common core state standards.

Championing Arts in Education for More Than 40 Years

National PTA recently announced the 2010-2011 Reflections award recipients. The announcement made me look back at our history with and the importance of arts in education. It’s no secret, arts programs and classes are often the first to be cut from the school day when education budget cuts hit.

This is so unfortunate because studies continue to show that when children express themselves through the arts, they are more likely to be recognized for academic achievement, more likely to participate in a math or science fair, and are more likely to be elected to a school office. National PTA and its local PTAs nationwide know these facts.

We believe in the importance of arts in education. We believe that children should not be denied an outlet for their artistic expression because of budget cuts. That’s why for more than 40 years we have sustained our very own Reflections arts program. Thousands of PTAs across the country have made it possible for students to be involved in the arts, when they may not have had the opportunity otherwise.

We’re proud of the millions of students that have participated in this amazing program throughout the last four decades. This year PTAs at all levels have seen, first hand, the true talent our students have from pre-k through the 12th grade. Either in visual arts, literature, photography, music composition, film production or dance choreography our students have an untapped talent that so many of us would be amazed to see.

For example, I was in Arkansas recently for the Arkansas PTA convention. I took part in their awards program in which more than 400 students and parents attended… and that’s just one state! It’s inspiring to see that we’re all working together to continue to champion arts in education.

Tribute to a Life Led in Service, Senator Edward M. Kennedy 1932–2009

Earlier this year, PTA presented Ted Kennedy with the National Congress of Parents and Teachers Founders Award for his lifelong dedication to service. From his efforts to outlaw segregation through the Civil Rights Act of 1964, to his continual support of Head Start, Sen. Kennedy has played a significant role in far more aspects of federal policy than I can recount. But it is his role in supporting children and families that will always stand out most prominently in my mind.

He was a strong supporter of launching federal aid for public schools, and helped ensure that a free and quality public education would be available for every child. He also helped author bills requiring employers to provide unpaid leave after childbirth and establishing the Department of Defense’s revered child care system. On the issue closest to his heart—healthcare—Sen. Kennedy helped create the State Children’s Health Insurance Program and the Women, Infants, and Children Nutrition Program. As a true advocate for children, he also knew the importance of parent involvement:

“Good citizenship begins at home, with the values that parents teach children. Parenting is a challenge in any era, but never more so than today. Parents know that every hour spent working overtime is an hour away from their children. If they can’t attend a PTA meeting or a school play or a sports contest, they lose an opportunity to learn more about their child at school. They know instinctively that the quality of their skill as parents affects the learning of their children, their sense of the future, and their contributions to their communities in their own day and generation.”

We supported many of Sen. Kennedy’s legislative efforts, including the Public School Repair and Renovation Act, the Keeping Parents and Communities Engaged Act, and his bill to provide relief to students and schools affected by Hurricane Katrina. We were proud to have him as a guest speaker at the 2004 PTA National Legislative Conference, but prouder still of all he managed to accomplish for children during nearly 47 years in the Senate. We now stand in mourning with the rest of America at the loss of a great champion for children.
